COSL Drilling Europe was established in 2005, and has its head office located in Stavanger, Norway. Today we operate four modern drilling units. We have a solid owner with stable ratings in China Oilfield Services Limited, listed at the Shanghai Stock Exchange, with ambitions to strengthen its foothold in the North Sea.

Our four semi-submersible drilling rigs were delivered from the yard respectively in November 2010 (COSLPioneer), November 2011 (COSLInnovator), May 2012 (COSLPromoter) and November 2014 (COSLProspector). The first drilling operations started in Norway in August 2011 and COSL Drilling Europe has since then been in continuous operation drilling and completing wells in Norway, UK, Faroe Islands and New Zealand.

The drilling units are of a similar design and have all proven strong and consistent performance deliveries.

Our rig portfolio has a proven track record of having the most efficient and best-performing rigs in the North Sea. COSL is setting a new standard in the North Sea with its energy efficiency. Our ambition is to deliver carbon neutral drilling operations within 2025.

Frank Tollefsen
CEO/President

  • A Mechanical Engineer with more than 33 years of experience in the oil industry, covering engineering, technical, project management, operations and senior management

  • Extensive experience working overseas covering all major oil-regions of the world including being responsible for major new-build programs and building up drilling contractors

  • Before joining COSL Drilling Europe in 2019 he spent four years in the combined position as CEO of Frigstad Engineering and COO of Frigstad Offshore

Arild Stakkestad
VP Operations

  • Has more than 20 years of experience in the drilling and well industry 

  • After joining COSL Drilling Europe in 2010, he has held various positions within Operations Management, such as Rig Manager, Technical Advisor, SPS Project Manager and Assistant Rig Manager

  • Prior to joining COSL Drilling Europe he held the position as WCS Field Service Manager for Well Cementing Services at Schlumberger

  • Holds a BEng (Hons) in Offshore Engineering from Heriot-Watt University, Scotland, UK

Kjetil Andrew Tangen
HSE&Q Director

  • Has more than 20 years of experience from working with QHSSE Management within the offshore drilling industry

  • Prior to joining COSL Drilling Europe AS he has held various positions within HSE both onshore and offshore in Norway and internationally

  • Holds a MSc in Environmental and Natural Resource Management from the Norwegian University of Science and Technology in Trondheim (NTNU)

  • Been with COSL Drilling Europe since 2008

Osvald Borgen

  • Holds a Bachelor of Management from the Business Academy in Stavanger

  • Has more than 30 years of experience from the oil industry, the last 15 years from various positions within HR management

  • Has worked with Transocean, Amec and Prosafe, and prior to joining COSL Drilling Europe in 2006 he spent two years at Odfjell Drilling

Randi Skailand
Finance manager

  • Has a Master Degree in Business and Accounting from Norwegian School of Economics, NHH

  • Started her career as a consultant in Andersen Consulting in 1995, followed by a position as an auditor in PwC. In 1999 she joined ASO AS as a Business Manager

  • After ASO she held several managerial positions within finance and accounting for Halliburton As (six years) and Ocean Rig AS (five years) before starting her current role as Finance Manager in COSL Drilling Europe in 2012

  • Has more than 35 years of experience from the oil industry, with over 20 years in managerial positions within Procurement, and Marketing & Contracts for Smedvig, Transocean, Prosafe and Ocean Rig

  • Prior to joining COSL Drilling Europe he spent six years as Partner/ Managing Director for international activities in Rig Management Group

  • Is educated within business administration at BI in Stavanger

CFO

  • Joined COSL Drilling Europe AS in 2021. Has solid experience from the oilfield service industry and 16 years of broad finance experience. 

  • Started his career with COSL in 2006, and spent 15 years in various position in Indonesia, Australia, Middle East, and China. 

  • He holds a bachelor’s degree in accounting.

Yang Jingang

Yang Jingang
Assistant to President/CEO

  • Has more than 18 years of experience in the offshore drilling industry.

  • Has started his career with COSL Drilling Division after graduated from ChongQing petroleum university in 2003. 

  • Has wide management experience and knowledge from semi-submersible operations on- and offshore rig in offshore and also within the Market Department of COSL HQ.
