COSL Drilling Europe is a Norwegian company that was established in 2005, with its head office located in Stavanger, Norway. The company is a provider of offshore drilling services, and offers safe, efficient and low-carbon operations.

The first drilling operations started in Norway in August 2011 and COSL Drilling Europe has since then been drilling and completing wells in Norway, UK, Faroe Islands and New Zealand.

Today we operate four modern drilling units, all operating in Norway. The drilling units are of a similar design and have proven strong and consistent performance deliveries.

The ultimate parent company is China Oilfield Services Limited, listed on the Shanghai Stock Exchange.

Our rig portfolio has a proven track record of having the most efficient and best-performing rigs in the North Sea. COSL is setting a new standard in the North Sea with its energy efficiency. Our ambition is to be able to deliver carbon neutral drilling operations in the near future.

Frank Tollefsen
CEO/President

  • A Mechanical Engineer with more than 38 years of experience in the oil industry, covering engineering, technical, project management, operations and senior management

  • Extensive experience working overseas covering all major oil-regions of the world including being responsible for major new-build programs and building up drilling contractors

  • Before joining COSL Drilling Europe in 2019 he spent four years in the combined position as CEO of Frigstad Engineering and COO of Frigstad Offshore

Arild Stakkestad
VP Operations

  • Has more than 20 years of experience in the drilling and well industry 

  • After joining COSL Drilling Europe in 2010, he has held various positions within Operations Management, such as Rig Manager, Technical Advisor, SPS Project Manager and Assistant Rig Manager

  • Prior to joining COSL Drilling Europe he held the position as WCS Field Service Manager for Well Cementing Services at Schlumberger

  • Holds a BEng (Hons) in Offshore Engineering from Heriot-Watt University, Scotland, UK

Kjetil Andrew Tangen
HSE&Q Director

  • Has more than 20 years of experience from working with QHSSE Management within the offshore drilling industry

  • Prior to joining COSL Drilling Europe AS he has held various positions within HSE both onshore and offshore in Norway and internationally

  • Holds a MSc in Environmental and Natural Resource Management from the Norwegian University of Science and Technology in Trondheim (NTNU)

  • Been with COSL Drilling Europe since 2008

 

Morten Strand
HR & Administration Director

  • Has more then 20 years of experience in the oil and gas industry

  • Started in the industry offshore before transitioning to onshore positions

  • Extensive Offshore/onshore operational and management experience across international assets and projects

  • Held various onshore management positions, including Maintenance Performance Manager, Rig Manager, and Operations Director

  • Started his current role as HR & Administration Director at COSL Drilling Europe in 2025

Randi Skailand
Finance manager

  • Has a Master Degree in Business and Accounting from Norwegian School of Economics, NHH

  • Started her career as a consultant in Andersen Consulting in 1995, followed by a position as an auditor in PwC. In 1999 she joined ASO AS as a Business Manager

  • After ASO she held several managerial positions within finance and accounting for Halliburton As (six years) and Ocean Rig AS (five years) before starting her current role as Finance Manager in COSL Drilling Europe in 2012

Donald MacLeod
VP Market & Contract

  • Has 30 years of experience in the oil and gas industry, with a focus on remote locations worldwide

  • Started in the industry offshore as a roustabout, progressing to Offshore Installation Manager before transitioning to onshore management positions

  • Extensive Offshore / Onshore operational and management experience across multiple international assets and projects

  • Held various onshore management positions, including Rig Manager, Operations Manager, VP of Operations, VP of Global Sales and Marketing, Company Director

  • Been with COSL Drilling Europe since 2022

 

Song Dingzhe
CFO

  • Holds a Bachelor of Economics and Finance from the Peking University in Beijing, China

  • Joined COSL in 2005 after graduation from the university. Held various positions such as treasury manager，risk control manager in COSL HQ

  • Worked as regional financial director in COSL Overseas Financial Center in charge of COSL Europe financial business

  • Has more than 9 years of working experience in COSL Drilling Europe AS as treasury management, treasury & budget manager

  • Started his current role as CFO in COSL Drilling Europe in February 2024

Jia Fenglei
Assistant to President/CEO

  • Has more than 19 years of experience in the drilling industry

  • Holds a Bachelor’s degree in Petroleum Engineering from the China University of Petroleum, and started his career with COSL Drilling Division in 2006

  • Has held various key roles, including OIM, Rig Manager, SPS Project Manager, and VP of the division

  • Brings extensive expertise in managing semi-submersible and jack-up operations, both offshore and onshore, along with experience in COSL’s Financial and Market Department
