COSL takes a leading role within digitalisation and offshore safety

COSL Drilling Europe AS has successfully implemented the Smart Permit-system to handle work permits on COSLInnovator, COSLPromoter and COSLPioneer. The PTW (permit to work) system, has been used for more than six months, and people using it are very satisfied with the gains and benefits achieved when using Smart Permit. 

The PTW system is one of the most important safety barriers in preventing major accidents and to ensure safe and effective rig operation. However, todays systems are largely based on forms that have been gradually digitized, but which are still processed in the same way as paper systems.

Significant improvements reported in internal survey

The Smart Permit-system is a common standardized digitized system. The system has been used by COSL as the primary PTW system in operation, for processing and managing work permits with great results. 

The end user´s satisfaction is shown clearly in an internal survey, where people are asked if the new system is better than the old one in a number of different fields such as risk management, quality, productivity and job confidence.

People are especially satisfied by the improvements when it comes to writing permit applications, the readability of the applications, and the reuse of permit information (see illustration).

The rationale behind PTW and safety barriers 

Offshore installations are complex socio-technical systems where accidents can have a major impact on life, health and the environment. They can also lead to huge economical losses. To mitigate the risk, a number of safety barriers are devised and implemented. The barrier functions are complex systems, whose behaviour depends on a multitude of physical, technical and human factors.

The Smart Permit is in contrast to database-based systems, a process and role-driven system that ensures that the processing order is controlled by the system, with information in real-time, clearly visualized for everyone involved. 

 With the installation of Smart Permit v4, COSL now has an innovative process and role-based solution that sets a new standard for safe and efficient management in offshore activities. The solution is based on «Konkraft» recommendations 2/2018, as well as NOG-088 and HSG250 (UK).
